4.Tender Evaluation Criteria 

4.1. Compliance with Terms and Conditions and Required Documentation:   

4.1.2. Signature Statement or Signature Circular, approving that the bidder company is authorized for bidding/tendering shall be submitted.
4.1.2.1. If the bidder is a natural person, Signature Statement confirmed by the Notary shall be submitted.
4.1.2.2. If the bidder is a private/legal person, Trade Registry Gazette, indicating the stakeholders, board members, founders/initiatives and the state of play approving the latest executive organizational status. In case above-mentioned information is not included in a Trade Registry Gazette as a whole, Trade Registry Gazettes (may be more than one Gazette) proving the above-mentioned points and the signature circular of the private entity confirmed by the Notary shall be submitted.
4.1.3. Bidding Letter, of which the template and the content are laid down by the Administrative Specification shall be submitted. 
4.1.4. Bid Bond, of which the template and the content are laid down by the Administrative Specification shall be submitted.
4.1.5 Work list planned to be subcontracted, shall be included/attached to the bidding documents as Annex.
4.1.6  If the document proving the work-experience of the private/legal person, belongs to the shareholder which owns more than 50% of the shares; the private/legal person shall submit a document, in compliance with the standard form issued following the first-announcement date by the Trade Registry Officials or Freelance Accountants, Certified Financial Accountant or Freelance Accountant Financial Consultant in the body of Commercial Trade Registry Authority and indicating that this provision had been sustained for that year without any interruption.  

4.2.1. The bidders’ end-year balance-sheet or equivalent documents belonging to the year before the tendering year

a) Bidders, obliged to make their balance-sheet be published in accordance with the related legislation shall submit year-end balance-sheet or the related parts, proving that the required criteria of the balance-sheet is met;

b) Bidders, who are not obliged to make the balance-sheet be published in accordance with the related legislation, shall submit the end-year balance sheet or the parts of the balance sheet proving that the required criteria is met or submit the document proving that the above criteria is met and issued in accordance with the standard form by a Freelance Accountant, Certified Financial Accountant or Freelance Accountant Financial Consultant.
Following sub points are the eligibility criteria and those three criteria shall be included into the submitted balance-sheet and to the equivalent documents:

a) Current ratio shall be at minimum (liquid assets / short term credits) 0,75;
b) Equity capital ratio shall be at minimum (equity capitals/ total assets) 0,15;
c) The ratio of short term bank credits to the equity capital shall be less than 0,50.

Bidders, unable to meet the given criteria in the previous year, are allowed to submit their documents belonging to the last two years. In that case, whether the eligibility criteria is met or not with the average financial costs of last two years are considered.

According to the values mentioned in the confirmed freelancer income sheet issued in accordance with the related legislation and received from a freelancer; the ratio of total revenue of the last year to the total cost or the ratio calculated through the average financial cost ratio of income to expenditures shall be at minimum (1,25). Freelancer income summary sheet shall be approved by a freelance accountant, certified financial consultant, freelance accountant financial consultant or by the authorized tax registration office

4.2.2. Documents proving the business volume:

Submission of one of the following documents is sufficient.

a) Income statement proving the total turnover belonging to the year before the tendering year,

b) Invoices issued before the tendering year proving the financial amount of the executed part of the service works continuing under commitment or completed service works.

Total turnover shall not be less than 25% of the offered price and the cost (financial value) of the completed works or ongoing works under commitment shall not be less than 15% of the offered price. The bidder, which provides any of the above documents and which submits the documents in compliance with the specified criteria is deemed to be eligible. Bidders, which are unable to meet these criteria in the previous year, can submit their documents for the last two years. In that case, the average of the financial costs of the last two years is used to determine whether the eligibility criteria are met with

 

4.3. Documents related to professional and technical qualifications and the criteria to be met with these documents:

4.3.1. Documents as evidence of work-experience:

Documents proving the work-experiences related to the similar works or the works subject to the tender and technological product experience certificates, so as not to be less than 25% of the offered price and of which the approval procedures are completed in the scope of contracts including price and signed within the last five years.

 

4.4. Works that are deemed to be similar work in this tender:

4.4.1. All types of experiences in press/publish/print works are deemed to be similar works.


5. The most cost efficient/ advantageous offer in this tender will be solely based on price.

6. The tender is open to all national and international bidders. 
7.  Availability and purchase of the tender document
7.1. Available at official web-site of the Administration; and available to be purchased against 50 Turkish Liras from the following address: Management Office of the Project on “Promoting Integration of Syrian Children into Turkish Education System” Merhale Sokak No: 62 Beştepe-Yenimahalle Ankara-TURKEY
7.2. The bidders, which will give offers for the tender shall purchase the tender dossier or download tender file via EKAP by using the e-signature.
8.  Bidders may either submit their bidding documents to the Management Office of the “Project on Promoting Integration of Syrian Children into Turkish Education System” Merhale Sokak No: 62 Beştepe Yenimahalle ANKARA-TURKEY directly or send with an enclosed file to the same address via certified mail-return receipt no later than the tender date.

9. Bidders shall submit their offers based on unit prices. The contract including unit prices will be signed based on the total price accounted by multiplication of the amount of each of the work item and the unit prices offered for these items.

 10. Bidders shall provide a bind bond including the price that they will determine by their own but it shall not be less than 3% of the offered price.

11.  Validity of the offers are 90 (ninety) calendar days following the date of tender.
12. Consortium companies are not allowed to submit their offers to the tender.
13. Miscellaneous (Other Remarks):

Bidders, whose bids are below the threshold value of the offer will make explanation in accordance with Article 38 of the Law.
