4. Criteria for participating in the tender and the required documents and qualification criteria:

4.1.Conditions for participation in the tender and required documents:

4.1.2.Declaration of Signature or Signature Circulars indicating that they are authorized to submit bids;

4.1.2.1.In case of a real person, then notarized signature declaration,

4.1.2.2.If it is a legal entity, the related Trade Registry Gazette, indicating the latest status and the shareholders, members or founders of the legal entity and legal entity officials, if all of these information is not available in only one Trade Registry Gazette, the relevant Trade Registry Gazettes or documents indicating these information together with notarized signature circulars of legal entity,

4.1.3.Letter of offer the form and content of which is specified in the Administrative Specification.

4.1.4.Tender security the form and content of which are specified in the Administrative Specification.

4.1.5The bidders should attach the list of works for which they plan to take subcontractor as annex.to their bids.

4.1.6If the work experience certificiate (work completion document) presented by a legal person belongs to the shareholder with more than half of the legal entity's ownership, a document prepared in standard form after the date of the first announcement by the trade registry offices or free lance accountant, chartered financial accountant, or free lance accountant and financial advisor within the body of chamber of commerce and industry/industry and indicating that this condition maintained for the last one year without any interruption,

4.2. Documents related to economic and financial capacity and criteria these documents should bear:

4.2.1.Year-end financial statement or equivalent documents of the bidder belonging to the year before tender year.

  1. a) Bidders having an obligation to publish their financial statement according to their legislation are to submit the relevant part of their end-year financial statement or parts of financial statement indicating that the necessary criteria are satisfied,
  2. b) Bidders having no obligation to publish their financial statement according to their legislation are to submit the relevant part of their end-year financial statement or parts of financial statement or a document in standard form (Standart Form: KİK025.1/H) prepared by free lance accountant, certified financial advisor or free lance accountant and financial advisor indicating that the necessary criteria are satisfied.

In the financial statement or equivalent documents submitted;

  1. a) Current ratio (current assets/short-term debts) indicating whethet it has the liquidity necessary to enable it to provide cash flow in certain periods and has the power to pay the debt within short-term (one year) the current ratio is to be at least 0,75 (while making the calculation, long-term construction costs are to be deducted from current assets and long-term construction revenue prices are to be deducted from short term debts.
  2. b) The equity ratio (equity / total assets) indicating how much of active assets are comprised of equities are to be at least 0,15 (while making the calculation, long term calculation costs are to be deducted from total assets.)
  3. c) It is obligatory that short-term bank debt to equity ratio is less than 0.50, and these three criteria are sought together. It is obligatory to indicate long-term construction costs and long-term construction revenue prices are to be submitted in the financial statements submitted, if available.

The ones that cannot match the requirements in the previous year can submit documents for the last two years. In this case, it is checked whether the requirements are matched on the average of the monetary amounts in the last two years.

It is obligatory that financial statement and the parts of the financial statement indicating that the above mentioned requirements are matched in acoordance with relevant legislation and verified by free lance accountant, certiifed financial advisor or free lance accountant and financial advisor or tax authority. If the financial statements or the realted parts of the financial statement indicationg that the requirements are matched are to be formed according to the legislation of that county and be verified by the authority which has permission to draft that kind of documents.

According to the values shown and approved in summary of income statement submitted by free lancer, the ratio of the total income of the last year to the total expenditures or the ratio of the monetary amounts of income and expenditures of the last two years should be at least (1,25) condition is sought. The summary of the income statement must be approved by a free-lance accountant, certified financial advisor or free-lance accountant and financial advisor or tax office.

Provided that bidder is a joint venture, each share holder is to submit required documents seperately and meet required criteria.

4.2.2.Submission of one of the following documents by the bidder is sufficient:

  1. a) Income statement showing the total turnover of the previous year,
  2. b) Invoices of the year before the tender showing the monetary amount of the executed part of the service works continuing under commitment or completed service works,

Total income derived from the implemented works within the country-borders or abroad, in financial account of the completed works or the partial of the ongoing works under liability is taken into consideration.

The sum of the total financial turnover shall not be less than 25% of the proposed price, the amount of the work carried out under the commitment or the monetary amount of the finished work shall not be less than 15%of the offered price. The willingness to provide any of these criteria and to present a document on the submitted criterion is deemed sufficient.

If they can not meet these criteria in the previous year, they can submit documents for the last two years. In this case, the average of the monetary amounts of the last two years is used to determine whether the eligibility criteria are met.

Approval of the Income Statement by a freelance financial accountant, certified financial accountant or freelance accountant financial advisor or related tax office is obligatory. Income Statement from another country is to be issued in accordance with that country’s law and legislation and to be confirmed by the relevant authority responsible to issue the document.

For bidders proposing to the tender as partners, criteria for workload have to be met in accordance with their share rates in partnership. Workload of the bidders is determined by summing its own workload by taking its share ratio together with the workload of its shareholder.  In this case, document proving its ratio of share should also be submitted within the scope of the proposal. For bidders participating in tenders as consortium, it is obligatory for each share holder to meet criteria for workload for its own part.

4.3. Documents related to professional and technical qualifications and criteria these documents should bear:

4.3.1. Documents indicating work experience:

Work experience documents or technological product experience documents indicating work experience of the work subject to tender or related works completed under a contract with a price not less than 25%of the offer within the last five years.

4.4. Works that can be regarded as related works in this tender:

4.4.1. Any kind of press / publishing / printing works will be accepted as related Works.

5.The economically most advantageous bid will be determined only on a price basis.

6.The tender is open to all domestic and foreign bidders.

7.Availability and purchase of tender document:

7.2.It is obligatory for those who will bid in the tender either to purchase the tender document or to download it using e-signature via EKAP.

8.Bids can be submitted Management Office of the ‘Project on Promoting Integration of Syrian Children into Turkish Education System Merhale Sokak No: 62 Beştepe-Yenimahalle / ANKARA in person or via certified mail- return receipt requested to the same adress until the date and time of the tender.

9.Bidders shall submit their bids at Unit prices. The unit price contract will be signed on the total price which is the result of the multiplication of the amount of each work item and the unit prices offered for these items.

In this tender, a bid shall be submitted for the whole work.

10.Bidders shall provide a tender security amount of which they decide themselves but not less than 3% of the price they offer.

11.The bids submitted are valid 60 (sixty)calendar days from the date of tender.

12.As a consortium, no bid can be offered to the tender.

Bidders whose bids are below the treshold value will be required to make an explanation according to Article 38 of the Law.
