  1. Criteria for participating in the tender and the required documents and qualification criteria:

4.1. Conditions for participation in the tender and required documents:

4.1.2. Declaration of Signature or Signature Circulars indicating that they are authorized to submit bids;

4.1.2.1. In case of a real person, then notarized signature Declaration,

4.1.2.2. If it is a legal entity, the Trade Registry Gazette, indicating the latest status indicating the members, members or founders of the legal entity and the officials in charge of the legal entity according to its relevance, if all of these information is not available in the Trade Registry Gazette, the relevant Trade Registry Gazette or documents indicating these information are required, together with notarized signature circulars of legal entity,

4.1.3. the letter of offer the form and content of which is specified in the Administrative Specification.

4.1.5 The bidders should attach the list of works for which they plan to take subcontractor to their biddings as annex.

4.1.6 If the business experience certificate presented by a legal person belongs to the partner with more than half of the legal entity's ownership, a document in standard form prepared by the trade registry office or certified public accountant after the date of the first announcement and indicating that this provision maintained for the past one year without any interruption,

4.2. Documents related to economic and financial capacity and the criteria that these documents should bear:

4.2.1. Year-end balance sheet belonging to preceding year of the year in which the tender will be held or equivalent documents of the bidder.

  1. a) For bidders having the obligation to publish their balance sheet according to their legislation shall submit the relevant part of their end-year balance sheet or parts of balance sheet indicating that the necessary criteria are satisfied,
  2. b) For bidders having no obligation to publish their balance sheet according to their legislation shall submit the relevant part of their end-year balance sheet or parts of balance sheet or a document prepared by indicating that the necessary criteria are satisfied,

In the balance sheet or equivalent documents submitted;

  1. a) The current ratio (current assets / short-term liabilities) is at least 0.75,
  2. b) The equity ratio (equity / total assets) is at least 0.15,
  3. c) short-term bank debt to equity ratio is less than 0.50, these are qulification criteria and these three criteria are sought together.

The ones that cannot provide the above criteria in the previous year can submit documents for the last two years. In this case, it is checked whether the qualification criteria are met on the average of the monetary amounts of the last two years.

According to the values ​​shown in the self-employment earnings book summary prepared and approved according to the related legislation, the ratio of the total income of the last year to the total expenditures or the ratio of the monetary amounts of income and expenditures of the last two years should be at least (1,25) condition is sought. The summary of the self-employment earnings book must be approved by the accountant, certified public accountant or certified public accountant or tax office.

Provided that the tender itself or the deadline for application to tender is at the first four months of the year, those who do not submit the documents of the previous year may submit documents of the year before the previous year. Those who can not meet the qualification criteria in these documents may submit documents of the year before the previous year and documents of two years before previous year. In this case, it is checked whether the adequacy criteria are met through the average of the monetary amounts of the documents submitted for years.

4.2.2. Documents showing business volume:

  1. a) Income statement showing the total turnover of the previous year,
  2. b) Invoices of the year before the tender showing the monetary amount of the executed part of the service works continuing under commitment or completed service works,

Submission of one of these documents is sufficient.

The sum of the total cost shall not be less than 25% of the proposed price, the amount of the work carried out under the commitment or the monetary amount of the finished work shall not be less than 15% of the offered price. The willingness to provide any of these criteria and to present a document on the submitted criterion is deemed sufficient.

If they can not meet these criteria in the previous year, they can submit documents for the last two years. In this case, the average of the monetary amounts of the last two years is used to determine whether the eligibility criteria are met.

4.3. Documents related to professional and technical qualificaitons and the criteria that these documents should bear:

4.3.1. Documents showing business experience:

Documents or technological product experience documents showing business experience of the tender subject business or similar work, not less than 25% of the cost of the offer completed within the scope of a contract with a price within the last five years.

4.4. Works that can be regarded as a similar work in this tender:

4.4.1. Organisations of national or international congresses, fairs, seminars and conferences organized in the public or private sector, and training services will be accepted as a similar business separately or together.

  1. The economically most advantageous offer will only be determined on a price basis.
  2. The tender is open to all domestic and foreign tenderers.
  3. Availability and purchase of tender document:

7.2. It is obligatory for those who will bid on the tender either to purchase the tender document to download it using e-signature via EKAP.

  2. Bidders shall submit their bids at Unit prices. The unit price contract will be signed on the total price which is the result of the multiplication of the amount of each work item and the unit prices offered for these items.

In this tender, an offer shall be submitted for the whole work.

  1. Tenderers shall provide a temporary guarantee that they decide themselves but not less than 3% of the price they offer.
  2. The bids submitted are valid 90 (ninety) calendar days from the date of tender.
  3. As a consortium, no bid can be offered to the tender.
  4. Other aspects:

Bidders whose bids are below the limit value of offer will be required to make an explanation according to Article 38 of the Law.
